Karnataka’s Mandate to Hoist Kannada Flag on State Day Sparks Confusion Over Protocols, Flag Code

OCTOBER 28, 2024 — The Karnataka government’s recent mandate to hoist the unofficial Kannada flag on November 1, Karnataka Rajyotsava, has raised concerns over flag protocols, as no official guidelines currently exist for the flag, the Times of India reports.

This lack of clarity is causing confusion among citizens and organizations about the proper handling, dimensions, and timing for hoisting the red-and-yellow Kannada flag, a symbol of Karnataka’s regional pride.

Deputy Chief Minister D.K. Shivakumar announced on October 11 that the flag should be raised at all educational institutions, businesses, and factories across Bengaluru to celebrate the state’s formation day. However, questions about its code and specifications have emerged. “Shouldn’t the government clearly spell out the protocols to prevent confusion and controversies?” questioned a senior executive at a software company.

Dharanidevi Malagatti, director of the Kannada and Culture Department, acknowledged that while the government circular advised adherence to the flag code, it did not specify guidelines for the Kannada flag itself. Some citizens argue that India’s official flag code applies only to the national flag, not state symbols.

Prof. Purushothama Bilimale, chairperson of the Kannada Development Authority, recognized the need for clear guidelines. “There are no official guidelines about the nature of the flag or protocol to be followed,” he said, adding that the Kannada Development Authority will consult with Deputy Chief Minister Shivakumar and aims to release specific guidelines by Tuesday.

The Kannada flag, designed by Veera Senani Ma Ramamurthy in the 1960s, has been an emblem of Karnataka’s distinct identity and aspirations for greater autonomy.
