MARCH 5, 2025 — The Russian government has officially registered a modified flag for Horlivka, an Ukrainian city under Russian occupation since 2014, in its State Heraldic Register.
The new flag was approved by the local city council on January 30, 2025.
According to the Russian registry, the flag consists of three unequal diagonal stripes: a green field covering half of the flag, a red stripe occupying one-quarter of the width, and a blue section in the lower hoist. A white dove, flying toward the hoist, is placed at the center with a height equaling three-quarters of the flag’s width.
The new design mostly resembles the Ukrainian flag, with the dove centrally positioned as the main distinguishing feature.
The design was developed by the Eurasian Armorial Center (EAAC), led by Yury Rosich. Rosich has played a key role in redesigning flags and coats of arms in occupied Ukrainian regions.
The flag change follows a pattern of symbolic alterations in areas under Russian administration, including Mariupol, whose new flag and coat of arms were also approved on January 30.
