Ukraine Establishes Flag for State Treasury Service

APRIL 28, 2025 — In Ukraine, President Volodymyr Zelensky has approved the official emblem and flag for Ukraine’s State Treasury Service, the Judicial and Legal Newspaper reports.

According to a presidential decree signed on April 23, the new designs and regulations regarding their usage have been officially adopted.

The emblem consists of a green circular shield with a thin golden border. In its center, two golden keys are crossed diagonally, with their bits pointing downward and outward. Over the keys, a silver Kyiv-type coin featuring Ukraine’s small State Emblem is vertically placed.

The flag features a green rectangular field with a width-to-length ratio of 2:3. In the upper quarter near the flagpole, two equal horizontal stripes of blue and yellow are placed. In the center of the flag’s free space, the emblem of the State Treasury Service appears without the shield.

The newly established symbols are designated as the official insignia identifying affiliation with the State Treasury Service of Ukraine.

The emblem will be used on the flag, within the offices of the Head of the State Treasury Service and their deputies, and may also appear on departmental awards and the buildings where the service is located. The flag may also be displayed in official offices and on buildings associated with the Treasury Service.
